Steve Ling opened the meeting at 9:04 am.

Steve Ling & Gary Cunningham: Recognized the contributions of the late Ken Kelly to District One and other community organizations.

Treasurer’s Report: We currently have $2,783.24 in our Wells Fargo bank account. A recent grant of $6,500 was made to District One to support our emergency prep program.

Action item: Motion to accept the 9/20/25 meeting minutes was made by Betty Kabanek; seconded by Gary Smith; and unanimously approved.

Measure T Community Oversight Committee FY2024-FY2025 Status
Audited Use of Funds:
San José City’s 2018 Measure T: Disaster Preparedness, Public Safety, and Infrastructure Bond Program. Audited Use of Funds for FY 2024-2025 was $107,154,634. The Total Measure T Audited Use of Funds for FY 2019 through FY 2025 was $455,312,727.
Measure T Bond Status:
Bonds Authorized = $650.0 M
Total Bonds Issued to date = $440.4 M
Remaining Bond Issuance = $209.6 M

Measure T Pavement Program:
516 miles have been repaved with another 105 miles slated for the current construction season. Another 58 miles is scheduled for the year after for a total of 676 miles expected to be paved by the time Measure T’s original $300 million allocation is exhausted.

Jerry Giles: Discussed current issues about housing in San Jose.

Elizabeth Guimarin: Presented an outline of her current efforts and accomplishments with our emergency prep program. To find more information on emergency prep, see websites: certaintogether.org, sjcert.org., and morelandwest.org.

Rosemary Kamei: There remains some funds left over in the D1 Decides program. Send Rosemary and/or Kobe Lopez problems with encampments. The Santana Park renovation will occur soon. The city completed a gun buy back program. Winchester Park will open in December. The city’s Environmental Impact report will be combined with the Urban Village Plan going forward. Next CERT training will be March 6, 7, and 14. Stevens Creek illegal parking issues were discussed.

Paul Pereira, S.J. Beautify Program: Currently more than 50% of S.J.’s homeless (6,500) are in shelters. Report encampments to sjbeautify.org. Currently there is more graffiti on private versus public property. Also, there is more illegal dumping on public versus private property.

Dan Cao, Planning Commissioner District One: Wants the D1 L.G. to tell him what are the pressing land use issues currently. Contact him at planningsupportstaff@sanjoseca.gov.
